This is a Desert Storm bringback Iraqi Canteen - a scarce version that has a strong association with the US Army 45th Infantry Division. The snaps on the web canvas cover have "Seal of the Great State of Oklahoma - 1907" buttons on them. I was fortunate enough to get this great information from an expert on the US Militaria Forum:

"The snaps were made in Pakistan for the Oklahoma Tourism Commission for use in the manufacture of leather jackets to be sold at tourist centers across the state. The Jackets didn't sell, so Oklahoma canceled the contract with the company in Pakistan. Then, the US came up with that deal with the Iraquis, "oil for food" meaning they could sell oil but the money could not be used to buy military equipment. The Iraquis bought Oklahoma snaps because they were a subdued burnished bronze in color and used them in the manufacture of canteen covers and Chinese-style mag pouches. How do I know? I was the curator of the 45th Infantry Division Museum (now the Oklahoma National Guard Museum) for 36 years. Our guys coming back brought us a few examples. It took me two years of research to figure it out. A rare and interesting bit of history."
