This is a vintage automobile grill emblem used by American civilians overseas (if the Eagle had the 13-star "Glory" above its head, it would be for US Military or Federal Government personnel). I found a few examples on the internet, located in the Czech Republic and Spain. This particular example is marked "Made in Spain". 3 3/4" diameter, vaulted two-piece construction. Last photo shows a couple of ways these were fastened to the car's grill. Looks to have never been used.
