This is an oversized Army Officer's Cap Badge that was very popular with the USAAF in WW2, and continued to be a kind of "been there" status symbol for flyboys who stayed in after the war. Cap Badge is 3" tall with a wingspan of 2 1/8", mounted on a 3 1/2" mahogany disc. Pictured next to it is a "normal" sized Hat badge. Is it Sterling Silver? Some were but many weren't. I'm not going to mess with it trying to find out.
